Founded in 1998, the Charlottesville Public Housing Association of Residents (PHAR) mission is to educate and empower low-income residents to protect and improve our own communities through collective action. The Board has always been majority Black, and is the local non-profit governed by low-income people.
PHAR’s education and leadership development involves directly-impacted people in improving laws and policies. Our Internship Program is a six-month intensive program which builds knowledge and civic participation. We are very involved in the process of public housing redevelopment. We support Resident Planners to fully participate in site planning and decisions about how much affordable housing to add.
We are proud to be working on year-round on community organizing efforts, our civically engaged internship program and the redevelopment of our neighborhoods.
