People and Congregations Engaged in Ministry (PACEM) was founded in 2003 by clergy and homeless advocates in response to neighbors sleeping outside Downtown.

PACEM endeavors to alleviate the challenges of homelessness through compassionate support, relationship building, and facilitation of services. Our flagship program, Cold Weather Shelter, operates nightly November to April, sheltering adults at donated sites. Congregations typically donate the site and provide volunteers and meals. In partnership with PACEM staff, 24 congregations will host our men’s and women’s shelters this winter. UUCville is a host site for PACEM’s Cold Weather Shelter—we show up for meaningful work.

Our other programs include year-round case management, Secure Housing for Women and Senior Men, and Transitional Housing for Women.
