The Charlottesville Public Housing Association of Residents (commonly known as PHAR) was founded in 1998 with the mission of educating and empowering low-income residents to protect and improve our own communities through collective action. PHAR is entirely governed by public housing residents and one Section 8 resident.
PHAR’s education and leadership development involves directly-impacted people in improving laws and policies. Some of PHAR’s work includes:
- an Internship Program for all residents of public housing and Section 8 recipients which builds knowledge and civic participation
- involvement in the process of public housing redevelopment, supporting Resident Planners’ participation in site planning and decisions about affordable housing additions
- Community organizing and outreach foscued on youth in low-income housing
